Over the past two weeks Windows Phone 7 and Windows Phone Developer Tools were finalized. The Tools have been made available at no cost to developers to build apps and games for Windows Phone 7 operating system that will be available in Stores by this Christmas.
The final version of Windows Phone Developers Tools are being offered as web installer, that requires internet connection to download bootstrapper. And for few folks, it could be a trouble to get it on low-bandwidth connection. But Just like a beta release, an offline ISO image of tools has been made available that can be burned to a CD and installed Offline.
The Windows Phone Developer Tools Beta includes the following:
- Visual Studio 2010 Express for Windows Phone
- Windows Phone Emulator
- Silverlight for Windows Phone
- Microsoft Expression Blend for Windows Phone
- XNA Game Studio 4.0
System Requirements
- Windows Vista (x86 and x64) with Service Pack 2 – all editions except Starter Edition Or
- Windows 7 (x86 and x64) – all editions except Starter Edition
- Installation requires 3 GB of free disk space on the system drive.
- 2 GB of RAM
- Windows Phone Emulator requires a DirectX 10 capable graphics card with a WDDM 1.1 driver
The Windows Phone Developer Tools is compatible with the final version of Visual Studio 2010. The web installer is still available and can be opted the most appropriate for you.

Besides new Windows Phone Training Kit (RTM Refresh) is also available for developers. It has total 12 labs including 5 new labs therefore so the size of kit may seem bigger. But you have few options to choose a local copy of any or all of these Kit modules:
- Complete Windows Phone Training Kit for Developers that includes both Silverlight and XNA Framework labs
- Windows Phone Training Kit for Silverlight Developers that includes only the Silverlight labs
- Windows Phone Training Kit for XNA Framework Developers that includes only the XNA Framework labs
